If you don't drive or ride a scooter in Taipei, you'd be baffled by this. What is it, you ask? The top line is the license plate of the scooter that has been towed as it was parked in a no-parking zone. And the bottom line is the phone no. the owner of the scooter should call to get his/her scooter back. So, trust me when I say this is not what you want to see when you can't find your car or scooter in Taipei.
I wonder though ... what happens if it rains and the chalk is washed away?
